In Canada, telecommunications companies are regulated by the Canadian Radio-television and Telecommunications Commission (CRTC).

There are some lower-cost subscription programs available for British Columbians.

How to connect to free public WiFi:
  1. Select the network name (#VanWiF, COV-Public, or VPL) from your device’s WiFi settings menu.
  2. Open your browser. You will be automatically redirected to the WiFi terms and conditions page.
  3. Read and accept the terms and conditions.
  4. You will be connected to the internet.

Connecting Families Initiative​

The Connecting Families Initiative (CFI) is a Government of Canada program that provides more affordable Internet services to eligible Canadians.

This initiative is overseen by Innovation, Science and Economic Development Canada (ISED) while Internet Service Providers (ISP) across Canada cover the costs of the discounted plans.

If you have received a letter of invitation indicating your eligibility to participate in the program we encourage you to sign-up for the CFI program.

To participate in the CFI program, recipients of this letter of invitation will need to enter: your code found in the top right corner of the letter, your full name and address, in the Connecting Families Registration Portal.

Rogers Connected for Success ​

Rogers Connected for Success (CFS) offers high-speed, low-cost internet, TV bundles and mobile plans to eligible individuals and families on social assistance programs in some provinces.

This program offers high-speed, low-cost Ignite Internet, TV bundles and Mobile services to those receiving eligible provincial income support, disability benefits, seniors receiving the federal Guaranteed Income Supplement, or rent-geared-to-income tenants of non-profit housing partner organizations.

Eligibility: Varies.

Connected for Success ​

Telus' Connecting for Good

Telus is providing reduced cost phone plans, internet and tech support for low-income families, seniors, youth leaving foster care, and those with disabilities.

Eligibility: Varies.
Please check the site to apply. 

Mobility for Good
  • Free or low-cost, pre-loved smartphones and plans for youth emerging from foster care and low‑income seniors.
  • If you are with another provider, we will assign a temporary TELUS phone number to your account. Once you receive your order, you can easily transfer your existing phone number by creating a My TELUS account and requesting a number transfer.
  • Cost: $25 - $75

Internet for Good
  • Offers low-cost, high-speed Internet to qualified low-income families and seniors, youth aging out of care and people with disabilities in need
  • Wireline service only and is not available on our wireless network or for customers accessing TELUS High Speed Internet with a SmartHub
  • Cost: $10 - $35

Tech for Good
  • Customized training and assistive technology for people with disabilities who face barriers using smartphones, tablets, computers and laptops.
  • Primarily educational and does not provide free mobile phones, tablets, computers or laptops.
  • Training is customized, virtual and primarily one-on-one. Support through Tech for Good varies greatly and is customized to each individual’s needs to help them optimize the use of their mobile, computer or laptop device.
